The “Operating Philosophy” is a critical element of the scope and goals of the organization. This is because it specifically sets out directions and intent that relate to the delivery of services. Several operational philosophies were reviewed and analyzed to better understand the essential elements. These included: identification of purpose, identification of target population, identification of partners, stakeholders and the manner of operation require meeting the needs of the identified elements.
